BASICS OF BORDER CONTROL

Border Control and Security

The first module introduces the concept of borders, border control, approaches of border management, relevant agencies and actors, and border management operating models.

Introduction to Travel Documents, Passports and VISAs

This module introduces different types of travel documents, basic elements of Machine-Readable Travel Document and characteristic of biodata page of travel documents and visas. The module will also provide basic information on how to read information and look for signal and annotation from previous travels.

Introduction to SECURITY FEATURES

This module introduces the security features of travel documents. This module will also equip officers with skill of travel document examination in order to identify fraudulent documents.

Chapter 2

MIGRATION AND BORDER MANAGEMENT

REGULAR MIGRATION

The module provides basic concept of migration, its trends and statistic. It also identifies push and pull factors influencing people’s decision to migrate, while identifying the main differences of regular and irregular migration. This is to provide background on migration as a phenomena and understand drives behind it.

IRREGULAR MIGRATION

This module conceptualizes irregular migration, provide information on recent global trends, facts and figures. It also provides background of international accepted categorization of irregular migration and equip officers with measures and guidelines on how deal with different groups of migrants and travellers in age, culture, and gender sensitive manner, with special concern on migrants’ vulnerabilities and their needs of protection.

TRANSNATIONAL ORGANIZED CRIME

This module focuses on Transnational Organized Crime (TOC), its concept, international standard on combatting TOCs, and the obligation of Thailand as a state party of the UN Convention against TOC. It also provides basic understanding of the Anti-TOC Act B.E. 2556 (2013) and relevant regulations issued to facilitate the investigation of TOCs in Thailand.

TRAFFICKING IN PERSONS

This module provides basis to understand the element of trafficking in persons, the indicators of the crime, legal framework and relevant laws in Thailand, and the internationally accepted approaches to prevent and suppress TIP.

SMUGGLING OF MIGRANTS

The module focuses on conceptualization of smuggling of migrants, the challenges of combatting the crime and the differences between the SOM and TIP. It also provides information on how officers can identify smugglers and smuggled migrants at the border, and what can be done in the context of Thai law in addressing this type of illegal migration. The module also provides basics of searching vehicles for clandestine entries, which is an important skill for land border control.

Chapter 3

TRAVELLER ASSESSMENT PROCESS

COMMUNICATION SKILLS

The module focuses on communication skills by providing basics of verbal and non-verbal communication and skills of communication in multi-cultural settings.

DEALING WITH DIFFICULT TRAVELLERS

This module equips officers with skills to deal with difficult travellers who may have language impediments, cultural differences, or aggressive behavior etc. This module also focuses on conflict management to address difficult communication with this group of travellers.

QUESTIONING SKILLS

As questioning skills are very important for border officers during the traveller screening process, this module focuses on this specific skill for border officers to ask the right questions and read the right answers. It includes information on interview structure, types of questions to be used, and techniques to read both verbal and non-verbal answers. It also provides skills for interviewing vulnerable groups including vulnerable adults, children and trafficked victims.

COMPARRING FACES AND PHOTOS

This module provides skills to identify imposters by comparing faces of travellers with their photos in travel documents. This is a very important skill as imposters are not electronically identifiable by machine (unlike other parts of fraudulent travel documents, especially in Machine- Readable Zone).

TRAVELLER ASSESSMENT

This module focuses on border officers’ ability to reaching initial decision on the traveller’s admissibility by assessing traveller’s profile, his/her credibility, and supporting documents provided for frontline officers at the border.

Chapter 4

ROLE OF INFORMATION

COLLECTION OF INFORMATION

This module focuses on the skills to collect information and intelligence, while providing guidelines to process and analyze the information. It also identifies different sources of information and how to handle information obtained from covert human intelligence source, and voluntary informant.

INFORMATION SHARING

This module focuses on information sharing whether it is international/cross-border information sharing, inter-agency, intra-agency, or with other stakeholders. This is to ensure that relevant agencies will be provided with information needed for planning their appropriate interventions to threats to border security.

DATA PROTECTION AND CONFIDENTIALITY

This module provides basis for data protection and confidentiality, especially personal data of travellers. This is to ensure that officers are equipped with knowledge to balance travellers’ right to privacy and public security, while executing border management work.
